Dubai Chambers brought 71 investors from Bengaluru to the table this week, pitching Dubai’s tax breaks, free zones and growth sectors. The roundtables zeroed in on real estate, fintech, logistics and green energy as prime targets for Indian capital.

Two closed-door sessions ran on consecutive days. The first focused on Dubai’s regulatory perks—zero corporate tax for most businesses, 100% foreign ownership and fast-track visas. The second drilled into sector specifics, with slides on Dubai’s $10.5 billion logistics expansion and the $22 billion green-hydrogen pipeline.
Investors heard from Dubai Chambers CEO Mohammad Ali Rashed Lootah and senior officials from the Dubai Department of Economy and Tourism. No formal deals were signed, but 18 investors requested follow-up meetings with free-zone authorities.
India remains Dubai’s top source of foreign direct investment. In 2023, Indian firms pumped $5.3 billion into the emirate, up 35% year-on-year. Bengaluru’s tech talent and surplus capital make it a natural feeder market.
Dubai’s pitch is simple: a stable base for Indian startups to scale across the Middle East and Africa. The city’s 45 free zones offer plug-and-play offices, no import duties and repatriation of 100% profits.
Dubai’s push in Bengaluru is part of a wider Gulf strategy. Saudi Arabia’s Public Investment Fund has opened an office in Mumbai, and Abu Dhabi’s Mubadala is courting Indian unicorns. The UAE wants to diversify its economy beyond oil; foreign investment is the fastest route.
Every dollar from Bengaluru reduces Dubai’s reliance on petro-dollars. It also creates jobs: Indian firms in Dubai now employ over 85,000 people, according to Dubai Chambers data.
Dubai Chambers plans a larger roadshow in Mumbai later this year. The Bengaluru roundtables served as a test run for a digital platform that will match Indian startups with Dubai free zones.
